China President to visit Cambodia

Hu Jintao sera le premier président chinois à venir dans un pays d'Asie du sud-est. De plus, sa visite de trois jours au Cambodge devrait être un événement "historique" pour les deux pays.

Le porte-parole du ministère chinois des Affaires étrangères Hong Lei a annoncé lundi que le président chinois Hu Jintao assistera au Sommet sur la sécurité nucléaire qui se tiendra à Séoul du 26 au 27 mars.
Hu Jintao assistera également du 28 au 29 mars au 4ème Sommet des BRICS (Brésil, Russie, Inde, Chine et Afrique du Sud) et effectuera une visite d'État au Cambodge du 30 mars au 2 avril.
Le président chinois effectuera ces voyages sur l'invitation du président de la République de Corée Lee Myung-bak, du Premier ministre indien Manmohan Singh et du roi du Cambodge Norodom Sinhamoni, a ajouté M. Hong
Le Sommet sur la sécurité nucléaire à Séoul devrait être centré sur la promotion de la coopération internationale en matière de sécurité nucléaire, a indiqué M.Hong.
Lors du Sommet, M. Hu présentera en détail les efforts déployés par la Chine dans le domaine de la sécurité nucléaire, a poursuivi M.Hong.
D'après le porte-parole, M. Hu échangera lors du Sommet des BRICS des points de vue avec les dirigeants des pays membres du BRICS sur les problèmes relatifs à l'économie, aux finances et au développement, ainsi que sur des questions majeures d'intérêt commun.
Lors de sa visite au Cambodge, le président Hu s'entretiendra avec les dirigeants cambodgiens sur l'approfondissement des relations entre les deux pays et la promotion de la coopération entre la Chine et l'Association des Nations de l'Asie du Sud-est (ASEAN).

March 18: Cambodia: Day of Remembrance

It was 1970, 42 years ago that in that day, the then Prince Norodom Sihanouk was deposed from his position as Head of State of Cambodia by the Kingdom's Congress. 92 Voices to Zero. This historic event led to Cambodia tragedy many years later.

C’est déjà le 43è anniversaire de la destitution de Norodom Sihanouk, Chef de l’État, par les

deux Chambres représentantes, Assemblée Nationale et le Conseil du Royaume, du

Cambodge le 18 mars 1970. Le gouvernement de sauvetage présidé par le général LON Nol

avait communiqué suite à l’annonce à l’unanimité du Parlement la déchéance de Norodom

Sihanouk de ses fonctions de Chef d’État
1 : « Suite à la crise politique provoquée par le

Prince Norodom Sihanouk, durant ces derniers jours, l’Assemblée Nationale et le Conseil du

Royaume, réunis en congrès, conformément à la Constitution du Royaume, ont retiré, à

l’unanimité des voix, leur confiance au Prince Norodom Sihanouk.

A partir de ce jour, 18 Mars 1970 à 13 h 00, le Prince Norodom Sihanouk cesse d’être Chef

de l’État du Cambodge, Son Excellence CHENG HENG, Président de l’Assemblée Nationale,

assumera les fonctions du Chef de l’État, jusqu’à l’élection d’un nouveau Chef de l’État

également suivant le texte de la Constitution du pays ».

Les motifs retenus par ces deux représentants de la Nation et du Royaume :

1. Haute trahison ;

2. Violation constante de la Constitution ;

3. Dilapidation des biens de l’État et de l’argent du peuple ;

4. Corruption ;

5. Atteinte au prestige et à la dignité nationale.

Suite à la résolution de ce deux représentants M. Cheng Heng, en tant que Chef de l’État,

avait adressé ce message à la Nation : « Chers compatriotes,

L’Assemblée Nationale et le Conseil du Royaume, réunis en congrès, ont retiré le 18 Mars

1970, à 13h00, conformément à la Constitution, à l’unanimité des voix, leur confiance au

Prince Norodom Sihanouk dans ses fonctions de Chef d’État.

Etant Président de l’Assemblée Nationale appelé à assurer les fonctions de Chef d’État

jusqu’à l’élection d’un nouveau Chef de l’État, j’ai le devoir de préciser solennellement à

cette occasion que le Cambodge adopte la même ligne politique, c’est-à-dire pour

l’indépendance, la neutralité et l’intégralité territoriale, que le Cambodge reconnaît et respecte

les traités et accords antérieurement conclus.

Je me permets enfin de lancer un appel à notre clergé des deux ordres, aux deux chefs de ces

derniers notamment, aux fonctionnaires, étudiants, à notre jeunesse et à notre population de

toutes les couches sociales, leur demandant de rester dans l’ordre pour le bonheur de notre

patrie. »

Après cet évènement non préparé, à ce moment le climat politique et social au Cambodge a

été calme, mais inquiet. Seulement à Pékin, Sihanouk avait beaucoup remué, poussé par les

dirigeant Nord-Vietnamiens, et déclaré la guerre à son propre pays, en soutenant l’agression

nord-vietnamienne contre le Cambodge, parce qu’ils lui avait promis de le ramener au

pouvoir en peu de temps.

Hélas ! il est revenu au pouvoir dans le chariot des Khmers Rouges, avec plus de sept cents

mille morts de guerre et plus de deux millions de morts sous le régime des Khmers Rouges et

des Khmers Vietminh (alias PPC).

A la veille du 18 Mars 1970, personne n’avait pensé, ni préparé la destitution du Prince

Sihanouk, seulement des décisions de Sihanouk lui-même avait provoqué sa chute.

Au lieu de créer l’union sacrée contre la guerre d’agression nord-vietnamienne, les principaux

acteurs du 18 mars 1970, par leur ambition démesurée, proclamaient la République au

Cambodge le 9 octobre 1970 dans le seul but d’écarter du pouvoir la famille princière des

Norodom au profit des Sisowath. Cela donnait raison à l’ennemi qui accusait le Prince

Sisowath et d’autres d’avoir évincé Sihanouk dans le seul but de s’emparer du pouvoir. Ce qui

était une erreur politique fatale, aboutissant à la débâcle de la République.

Je pense qu’il faut prendre des leçons de notre histoire passée, récente ou lointaine, sinon on

tombe toujours dans le même erreur et abîme auxquels notre pays est entrain de faire face. Au

lieu de méditer sur l’histoire de notre pays, certains se prennent dans la même folie, en

pensant « qu’il n’y a qu’à faire-ci, qu’à faire-çà » et que cela suffira pour nous débarrasser du

pouvoir actuel et libérer notre pays de la domination nord-vietnamienne.

The dispute along the Thai-Cambodian border in the Preah Vihear temple area could develop into a heated conflict among Thais if the International Court of Justice's clarification on the case does not favour Thailand, former prime minister Thaksin Shinawatra has warned.

The government, under the premiership of his younger sister Yingluck, will have to work very hard to explain the facts about the issue and Thailand's justification for its position, he said.

Thailand and Cambodia have been engaged in a dispute over the sovereignty of 4.6 sq km around the temple in Si Sa Ket province. The issue caused conflict between the countries when Cambodia applied to register the temple as a world heritage site with Unesco in 2009.

The Thai government, then under the premiership of the late Samak Sundaravej, supported Cambodia's application. That led to the Cambodian government demanding to develop the temple and the 4.6 sq km area to meet the World Heritage Commission's requirements.

However, the Samak government's move was strongly opposed by certain groups, including the opposition Democrat Party.

Thaksin, in a recent interview with the Bangkok Post, admitted that Noppadon Pattama, the foreign minister at that time, should not have supported Cambodia's application.

''Frankly speaking, Thailand is at a disadvantage in this case,'' he said.

He recalled an event more than a century ago when the then minister of interior, Prince Damrong Rajanuparb, who was the younger brother of King Rama V, visited Preah Vihear temple.

Thaksin said the prince was welcomed by officials from France, which had colonised Cambodia, at the top of the hill where the temple was located.

''The French raised the Cambodian national flag on the hill and then presented a map to Prince Damrong Rajanuparb. Our prince did not express any objection to the map. Instead, he asked for five more copies of the map to be given to Thai authorities to use,'' Thaksin said.

Under international practice, if a country disagrees with the border line in a map drawn by a neighbouring country, it must object to the map and hold talks with the other country to settle the disagreement.

But in this case the Thai side did not object to the map presented by the French and that was interpreted as an acceptance of the border details.

This led to Thailand losing out in a dispute in 1962 when the International Court of Justice ruled in favour of Cambodia over the Preah Vihear issue.

However, the court ruled only that the temple was under the sovereignty of Cambodia without clarification.

''Therefore, sovereignty over the 4.6 square kilometre area near the temple was unclear,'' Thaksin said.

When he was prime minister, Thaksin said the area was occupied by Cambodian vendors, so he held talks with the the country's government, proposing that the area be declared a ''no man's land'' until a joint agreement over sovereignty was made.

Thaksin also recalled that he had offered his Cambodian counterpart a joint development plan for the area to make it a tourism spot.

But before an official treaty could be signed, his government was toppled in the Sept 19, 2006 coup.

After then foreign minister Noppadon Pattama provided his support to Cambodia's application, the next government, led by the Democrat Party, highlighted the issue and that prompted the Cambodian side to take the issue to the International Court of Justice, asking for a clarification of its verdict in 1962, Thaksin said.

He said he was afraid the clarification was not likely to be in Thailand's favour.

''And I fear that the issue could develop into a deep rift among Thais as it concerns the country's sovereignty,'' Thaksin said.

He urged the government to work hard to explain the facts of what happened in the past to the public so as to avoid serious conflict.

Although his sister's government has improved the relationship with Cambodia, it is unlikely to ask Phnom Penh to withdraw the case from the International Court of Justice.

''If the Cambodian government agreed to withdraw the case, then it would face a political crisis as the Cambodian people would strongly oppose their government,'' Thaksin said.

He said the government could try to prolong the case as long as possible if tensions rise again.
