CPP: 60th Anniversary
This day in history, June 28, 1951 60 years ago the Cambodian People Party, the Cambodian People Party that pratically rules Cambodia since 1989, was born. At birth, it was named Khmer Revolutionar Peoples's Party (KRPP). It was the off spring of the Cambodia section of the Indochinese Communist Party created and led by the Communist Vietnamese in 1930. At that time members of the KRPP were labelled Khmer Vietminh because of their affiliation to the Vietnamese.
The nationalist Cambodian communists were called Khmer Rouge, a break from the KRPP.
The CPP is presided over by Mr. Chea Sim with MM. Heng Samrin and Hun Sen as Vice President. Chea Sim hold the portofilio of President of the Senate, Heng Samrin of the National Assembly, and Hun Sen is Prime Minister. At the 60th Anniversary Celebration in Phnom Penh, the CPP continue to select Hun Sen as Prime Minister if the Party won the future elections. For sure, they will, a firm grip overr the destiny of the Kingdom, for the better or for the worse.

French Prime Minister set to visit | National news | The Phnom Penh Post - Cambodia's Newspaper of Record
French Prime Minister Francois Fillion is set to pay an official visit to Cambodia early next month.
Fillion is due to attend an event to mark the completion of the restoration of Baphuon Temple, in Siem Reap, during a two-day visit, according to Cambodia’s Ministry of Foreign Affairs.
A statement issued yesterday said Fillon’s visit was set to take place on July 2 and 3. During the visit, Fillon would hold official talks with Prime Minister Hun Sen and would received Royal audiences from King Norodom Sihamoni and King-Father Norodom Sihanouk.
Besides attending the closing ceremony of the completion of Baphuon Temple’s restoration, Fillion would also visit the Angkor temples, the statement said.
Earlier this year, French ambassador to Cambodia Christian Connan told The Post that the European country was placing an increased emphasis on investment and loans to help the Kingdom’s economic development, rather than assistance through development aid.
French development aid to Cambodia last year amounted to €25 million (about US$35 million), including multilateral aid to areas such as the Khmer Rouge tribunal, funding to fight disease, and economic development projects through organisations such as the Asian Development Bank.
In April this year, French relations received a boost when national airline Air France KLM restarted flights to the Kingdom – through Bangkok – after a 37-year break.

The US to Leave Afghanistan
News media reports today that US President Barack Obama will announce plan to leave Afghanistan by the year 2014. They have 3 and a half year to prepare. I hope they will not be caught by surprise. It was not the case for my native land, Cambodian, when the Congress decided to cut the military aid and assistance that lead to panic and military disaster and the fall of the country to the communists in 1975.
I hope that the US should be careful before engaging in foreign campaign... human tragedy could happen in the wake of the withdrawal.
Update: Today June 22 at 5:00PM PST, in an address to the nation and to the world President Obama anoounces that the US will withdraw 10,000 by next month and another 33,000 by next Summer of 2012. By 2014 the US will not have combat role. It is known that the US troops have neutralize the Al Qaeda by killing their lear Osama bin Laden early this year in Paksitan. The US will focus on nation-building at home. Some congressmen criticize the announcement as a deterrent to counter insurgency effort.

WASHINGTON — President Barack Obama said he has decided to bring 33,000 American troops home from the 10-year-old war in Afghanistan by next summer.
In a nationally televised speech outlining a shift in U.S. policy, Obama said that after the initial reduction, more troops will be pulled out of Afghanistan at a steady pace as Afghans take over their own security by 2014. "America, it is time to focus on nation-building here at home,'' Obama said.
Obama said that 10,000 troops will be transferred out of Afghanistan by the end of this year and the full 33,000 deployed as part of the "surge" ordered in 2009 will come home no later than September 2012.

A Decision that Change the Course
Of Cambodian contemporary History. This day June 16 in 1993, after the elections of 1993 that brought victory to Funcinpec, instead of having Prince Norodom Ranariddh running the Government, SNC President prince Norodom Sihanouk nominated Hun Sen as Second Prime Minister in equal share of power. It is easy for the latter to dominate the political scene and in 1997 kicking his partner out. It was a big blow to democrcay...

The Khmer Issarak
This day in history, June 16, 1951, 60 years ago, the Khmer Issarak Mouvement fighting gainst the French occupation was born in Trapeang Roung Village, Srok Sre Ambel, Khet Koh Kong, according to Mr. Pen Sovann, in his autobiography (2002). It lead by Achar Mean aka Son Ngoc Minh. There was some confusion in this assertion because in that year according to Steve Heder in his book "Cambodian Communism and the Vietnamese Model", there were mention of " Re-emergence of the Indochinese Communist Party (ICP) as the Vietnam Workers Party (VWP)" and in Cambodia, a set up of "a secret, crypto-Communist Khmer Revolutionnary People's Party (KPRPP) as a seedbed for further training of Cambodian Communists". It seems that Pen Sovann used the Khmer Issarak as a camouflage, and the present day Cambodian People Party is an offspring of that KPRPP that came with the Vietnamese invasion in 1978-9.

Preah Vihear Temple: The ICJ Verdict
This day in histoery June 15, 1962 49 years ago, the ICJ anounce its final verdict in favor of Cambodia and asked Thailand to withdraw its troops from the Preah Vihear Temple and its vicinity. It is 4.6 quare kilometers that now Thailand reclaim again that caused armed confrontation since the listing of Preah Vihear as World Heritage Site.
Now Cambodia went back to the International Court to clarify on their decision in regard to the "vicinity". Preliminary hearings started again early this month and the deliberation will be announced early next year.
Related to the listing the UNESCO will meet again in Paris soon.

Democracy in Cambodia: The Second Constituent Assembly
This day in history June 14, 1993, 18 years ago, the first elected people representatives nominated from the May 23-28 elections organized by the UN, gather in their inaugural meeting to work on a new Constitution that retore the government system to a Constitutional Monarchy with a King that rules dut did not not govern, like in Thailnad nearby or in the previous Kingdom of Cambodia after her independence from France.
And subsequently Prince Norodom Sihanouk was re-crowned on October 24 as the King in a country called the Second Kingdom.

The Day we Landed in America
This day in history, June 6 1975, 36 years ago, as refugee from Cambodia, with my sister and my 4 children we landed in America at an airport in California and later transferred to the Marines Camp Pendleton refugee reception center. We flew from Utapao Air Base in Thailand. The process to get a sponsor took almost a month and on July 3rd we received the I-94 with refugee status as parolee. We celebrated July 4th in the camp and the next day we were transferred to a transit center near by before flying to Seatac airport in Seattle. We were received by Lutheran family in Lynnwood where we stay until now.
It was the beginning of a new adventure with ups and downs...

Politburo members on Laos working visit
VIENTIANE — Lao Party General Secretary and State President Choummaly Sayasone have separately received Vietnamese Party Politburo members in Vientiane, promoting the traditional friendship, special solidarity and comprehensive co-operation between the two countries.
At a meeting yesterday, Choummaly and Truong Tan Sang, who is permanent member of the Secretariat of the Vietnamese Party Central Committee, in Laos to attend a conference on compiling the history of Laos-Viet Nam special relations, stressed the significance of the project.
The project matched the special solidarity and comprehensive co-operation between the two parties, states and peoples, they said, adding that it served as a basis for dissemination and education, to raise political awareness and feelings of the two countries' people, particularly the younger generations, and to enable international friends to better understand the nature of the Viet Nam-Laos relationship.
They reaffirmed the consistent guidelines of the two parties, states and peoples to resolutely maintain and promote the bilateral traditional friendship, special solidarity and comprehensive co-operation for the well-being of the lives and happiness of the peoples and for peace, stability, co-operation and development in the region and the world.
Earlier, Choummaly met with To Huy Rua, head of the Commission for Organisation of the Communist Party of Viet Nam Central Committee, who is on a visit to Laos till Wednesday.
Choummaly spoke highly of the current visit to Laos by the Vietnamese delegation led by To Huy Rua, saying it would contribute to co-operation between the two Party Central Committee's Organisation Commissions and the two countries.
He provided a brief overview of Lao socio-economic development and expressed his wish for further mutual assistance between the two commissions.
Rua informed Choummaly about the outcomes of the talks between the two commissions, emphasising enhancement of exchange visits, co-operation and human resource training, contributing to fostering the friendship and comprehensive co-operation between the two countries. — VNS

Kampuchea Krom: The Day to Remember
On this day in history June 4th, 62 years ago, with a stroke of a pen, French President Francois Auriol signed the law transferring the whole Kampuchea Krom into law. It is a vast territory covering the Mekong delta of 68,965 square kilometers, with 21 provinces, 2 large islands (Koh Tral and Koh Tralach), incorporating 171 districts, with 567 temples with over 10,000 Buddhist monks.
The Khmer Krom Federation (KKF) was formed to fight for the rights for self determination of their people. It is a noble cause that deserved to be supported. the KKF was recognized by the Unrepresented Nations and Peoples Organization (UNPO), a branch of the United Nations Organization (UNO).

Conclusion of the public hearings on Cambodia’s Request for
the indication of provisional measures
THE HAGUE, 31 May 2011. The public hearings on the Request for the indication of
provisional measures submitted by the Kingdom of Cambodia to the International Court of Justice
(ICJ) in the case concerning the Request for Interpretation of the Judgment of 15 June 1962 in the
Case concerning the Temple of Preah Vihear (Cambodia v. Thailand) (Cambodia v. Thailand) were
concluded today at the Peace Palace in The Hague, the seat of the Court. The Court will now begin
its deliberation.
On 28 April 2011, Cambodia submitted, by an Application filed in the Registry of the Court,
a request for interpretation of the Judgment rendered by the Court on 15 June 1962 in the case
concerning the Temple of Preah Vihear (Cambodia v. Thailand). The Application was
accompanied by an urgent Request for the indication of provisional measures (see Press Release
No. 2011/14).
Two rounds of oral observations on this Request for the indication of provisional measures
were held from Monday 30 to Tuesday 31 May 2011. During the hearings, the delegation of
Cambodia was led by H.E. Mr. Hor Namhong, Deputy Prime Minister and Minister for Foreign
Affairs and International Co-operation, as Agent. The delegation of Thailand was led by
H.E. Mr. Virachai Plasai, Ambassador Extraordinary and Plenipotentiary of the Kingdom of
Thailand to the Kingdom of the Netherlands, as Agent.
The Court’s decision will be delivered at a public sitting, the date of which will be
announced in due course.
Submissions of the Parties
At the end of Cambodia’s second round of oral observations on Tuesday 31 May 2011,
H.E. Mr. Hor Namhong set forth the provisional measures requested by Cambodia as follows:
“Having regard to all the written and oral statements presented by Cambodia,
and without prejudice to the Court’s interpretation on the merits of the dispute,

Cambodia respectfully requests the Court to indicate the following provisional
measures, pending the delivery of its Judgment:
⎯ an immediate and unconditional withdrawal of all Thai forces from those parts of
Cambodian territory situated in the area of the Temple of Preah Vihear;
⎯ a ban on all military activity by Thailand in the area of the Temple of
Preah Vihear;
⎯ that Thailand refrain from any act or action which could interfere with the rights
of Cambodia or aggravate the dispute in the principal proceedings.”
At the end of Thailand’s second round of oral observations on the same day,
H.E. Mr. Virachai Plasai concluded as follows on behalf of his Government:
“In accordance with Article 60 of the Rules of Court and having regard to the
Request for the indication of provisional measures of the Kingdom of Cambodia and
its oral pleadings, the Kingdom of Thailand respectfully requests the Court to remove
the case introduced by the Kingdom of Cambodia on 28 April 2011 from the General
List.”
